Dr. Ricardo Armentano is currently working as a Distinguished Professor at the Favaloro University. Also, he works as a Technology and Innovation Consultant and the Vice Chairman at the Global Citizen Safety and Security Working Group of the International Federation of Medical and Biological Engineering. He is a Class-1 researcher by the Ministry of Education, Culture and Technology of the republic of Argentina and Grade-5 Investigator of the PEDECIBA (United Nations Program for the Development of Basic Sciences). He has received his Engineering degree in 1984. By the end of 1994, he has qualified as a Doctor of the University of Buenos Aires in Physiological Sciences and in 1999 he has obtained the PhD degree from Universite de Paris VII Denis Diderot, for the Doctorat de Biomecanique: Mecanique de Systemes Biologiques. He has acquired international recognition in the field of cardiovascular hemodynamics and arterial hypertension. He is at the Editorial Board of journals of cardiovascular research and is a reviewer for over 25 international scientific journals. He has over 200 publications including a book, several book chapters and peer-reviewed articles. He is a Member of EMBS IEEE since 1985. He has also been elected as a Senior Member of IEEE in 2001 and Chair of the Argentine Chapter of the EMBS IEEE (2004). He is currently the Latin-American Representative for IEEE EMB.



Dr. Ganesh Chandra Deka is the Principal, Regional Vocational Training Institute for Women, Tura, Meghalaya, under Directorate General of Training, Ministry of Skill Development & Entrepreneurship, Govt of India. His previous assignment includes, Assistant Director of Training in DGE&T, Ministry of Labor & Employment, Government of India, New Delhi-1 [ 2006-2014], Consultant (Computer Science], National Institute of Rural Development-North Eastern Regional Centre, Guwahati, Assam, under the Ministry of Rural Development [ 2003-2006], Govt of India and Programmer (World Bank Project) at Nowgong Polytechnic, under the Directorate of Technical Education, Assam, India [ 1995-2003]. His research interests include ICT in Rural Development, e-Governance, Cloud Computing, Data Mining, NoSQL Databases and Vocational Education and Training. He has published more than 40 research papers in various conferences, workshops and International Journals of repute including IEEE. He is Editor-in-Chief of the International Journal of Computing, Communications, and Networking [ ISSN 2319-2720]. So far he has organized 8 IEEE International Conference as Technical Chair in India.
