He has been a member of National Security Advisory Board twice and retired as Additional Secretary, Cabinet Secretariat, Government of India in 2008. He has specialized for over 45 years in analyzing developments relating to China, Tibet and East Asia with foreign assignments in Hong Kong, Beijing, Washington DC. He obtained Diploma of Advanced Proficiency in Chinese from Jawaharlal Nehru University, New Delhi, India and Certificate and Diploma in Mandarin from University of Hong Kong. He also is a distinguished Fellow at Centre for Air Power Studies, New Delhi, India and a distinguished Visiting Fellow at Centre for Land Warfare Studies, New Delhi, India.
