The Department of Homeland Security established the US Computer Emergency Readiness Team to coordinate the country's efforts to prepare for, prevent, and respond to cyber threats to systems and communications networks. The US Government Accountability Office identified and analyzed documents, observed operations at numerous entities, and interviewed responsible officials in order to identify key attributes of cyber analysis and warning capabilities, compare these with the Team's current capabilities to identify whether there are gaps, and identify the Team's challenges to developing and implementing key attributes and a successful national cyber analysis and warning capability. The conclusions are not all rosy, and the Department--the responsible adult agency--is urged to address its responsibilities better and to learn more fully lessons from its first Cyber Storm exercise.
