Frank Fernandez is Associate Professor of Educational Leadership and Policy Analysis at University of Wisconsin, Madison. He is coauthor, with Hilary L. Neal H. Hutchens is Professor of Higher Education at the University of Kentucky. He is coauthor, with Barbara A. Lee, William A.
