Two main themes dominate this number of Contemporary European Affairs : health and defence. There are also articles on various European topics, as well as the literary column, book review and Europe Today sections. Under the heading 'Health and Social Protection', the articles look at the position in France, Greece and Spain. Dominique Boucher writes that France faces deficits in its budget, which is different from the main state budget in France and is financed by separate levies. Anastas Philalithis writes that the Greek Socialist Party has just set up a national health service, but that the reforms were not quite what were hoped for and that future provision of health care will depend on the direction chosen by the government elected in June 1989. On Spain, J Elola Somoza argues that the April 1986 law reforming the health system is still being implemented and it is a slow process. There are three articles on national defence. Jacques Isnard raises the question of whether there is a real desire for an effective European unity in defence.
