This book describes a framework to guide the evaluation of tobacco control policies in response to the World Health Organization's Framework Convention on Tobacco Control (WHO FCTC). The report is based on the results of the March 2007 meeting of the International Agency for Research on Cancer (IARC) Working Group. Questions guiding the working group's literature review were related to how the effects of a policy are determined, the core constructs for understanding how and why a given policy works, the potential mediating variables to consider when evaluating a given policy, and the data sources that might be useful for evaluation. The handbook includes logic models outlining relevant constructs for evaluating the effectiveness of policies on tobacco taxation, smoke-free environments, tobacco product regulations, limits on tobacco marketing, product labeling, anti-tobacco public communication campaigns, and tobacco use cessation interventions. The handbook also provides sources of data on tobacco control policies, tobacco production and trade, and repositories of youth and adult surveillance surveys; these sources of information are important in making country comparisons. A summary and recommendations are also included. About 40 pages of appendices provide various assessment instruments, scales, classifications, and standards. There is no subject index.
