Sandipan Goswami received his bachelor's degree in science from the University of Calcutta, India in 1978, his bachelor's degree in civil engineering from the University of Calcutta in 1983 and his master's degree in civil engineering from the Indian Institute of Technology - Kharagpur in 1985.He was honoured with an 'FIE' (Fellow of the Institution of Engineers) title in India and as a Professional Engineer (PE - Foreign Engineer) by the Board of Engineers, Malaysia in 1997. He is a life member of the Indian Roads Congress (IRC) and is certified as a 'Chartered Engineer' by the institution of engineers.Sandipan Goswami studied various safety uses and developed counter measures for traffic safety at road intersections, interchanges, roundabouts, and high-speed rural sections in inter-state highway projects. He has reviewed various safety audits conducted by consultants. He also worked in institutional development, capacity building with e-governance, and construction management for the Government of Himachal Pradesh, India, funded by The World Bank.He has worked in the World Bank to review the DPRs (Detail Project Reports) and identify safety issues and improvement measures. He was assigned to review various DPRs, design audits, and safety audits for the highway, and bridges in various state highway projects assigned by the World Bank.
