Dr James C.Y. Guo is a Professor and Director of the Hydrologic and Hydraulic Graduate Engineering Program at the University of Colorado Denver. He is the author of Urban Flood Mitigation and Stormwater Management (CRC Press, 2017).

Dr Wenliang Wang is Associate Professor at Beijing University of Civil Engineering and Architecture. He is the author of several National Technical Guidelines and Standards for Sponge City Design and Construction used in China.

Dr Junqui Li is Vice President and Professor at the Beijing University of Civil Engineering and Architecture and Director of the Key Laboratory of Urban Stormwater System and Water Environment sponsored by the Ministry of Education. He is also a member of the National Sponge City Commission responsible to the Ministry of Urban Housing and Rural Development, China.
