In the ever-evolving landscape of banking regulation, setting capital requirements is a crucial and continuous process. The latest recommendations from the Basel Committee on Banking Supervision (BCBS), finalized in 2017, have continued to shape regulatory practices. In response to banking turbulence following the bank failures in March 2023, federal banking regulatory officials from the Federal Reserve Board (FRB), the Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency (OCC) introduced a series of substantive proposals. Among these was a joint proposal issued on July 27, 2023, to revise large bank capital requirements. This proposal not only aims to implement the Basel III Endgame but also incorporates some of the recommendations put forth by Fed Vice Chair Michael Barr in his holistic capital review. This book delves into these proposed regulations, examining their implications for the financial industry.
