Bozarth, an e-learning coordinator for the state of North Carolina, holds herself out as proof that limited resources are no reason to deny employees access to workplace learning opportunities. Her text counsels classroom trainers, instructional designers, training managers, and one-person training operations in building and buying free or inexpensive e-learning solutions, based on her own quest to find low-cost alternatives to high-ticket tools and approaches. The guide assumes basic computer skills and encourages readers to learn about Web design (but it is not a Web design or technology primer).
