JAMES A. RUSSELL is Senior Lecturer in the Department of National Security Affairs, Naval Postgraduate School, USA. He has published articles in Middle East Review of International Affairs, Joint Forces Quarterly, the Nonproliferation Review, Naval War College Review and Emirates Center for Strategic Studies.
